We tear off to the deck so we can see what we are working with, replace sheathing that is soft or delaminated rather than shingling over it, run ice and water shield at the eaves and valleys (or over the whole deck where the roof calls for it), and use synthetic underlayment instead of felt. Then the shingles go on with correct nailing and proper ridge and eave detailing.
